ROLES

We have recently reviewed this service and consequently have a number of exciting opportunities across Development Management , Enforcement and Planning Policy Teams. An overview of each of the teams is below:

Development Management:

  • To process applications for planning permission and listed building applications, and applications for consent to display advertisements.

  • To undertake all necessary consultations, site visits, appraisal of proposals and negotiations with applicants and objectors on planning and other applications.

  • To prepare reports on planning and other applications.

  • To undertake investigation of complaints about alleged planning contraventions.

  • To prepare statements for Written Representation Appeals (Planning and Enforcement) and to assist or undertake the preparation and presentation of evidence at Public Inquiries and Hearings.

Enforcement:

  • To prepare written evidence in respect of planning and enforcement appeals and other related matters and to present evidence at public inquiries, informal hearings and court hearings as required.

  • To monitor breaches of planning control, planning obligations and agreements, and planning conditions.

  • To investigate reported breaches of planning control, including changes of use, gypsy incursions, works to protect trees, works to listed buildings, and breaches of advertising regulations having regard to agreed priorities.

  • To obtain evidence and prepare statements for prosecutions, mindful of the provisions of relevant areas of law.

  • To respond to complainants, lawyers, agents, Councillors and land owners regarding apparent breaches of planning control.

Planning Policy:

  • To assist with the preparation of the Local Plan and other planning policy documents dealing with specific areas, topics or Neighbourhoods.

  • Contribute to topic papers, planning briefs and other material required as part of corporate policy development.

  • To contribute to the necessary programme of survey, analysis, and policy generation associated with the preparation of planning policies.

  • To assist with public participation exercises.

  • To contribute to the monitoring of the development of the Borough and Neighbourhoods and prepare related statistics.

  • To give advice on the policy implications of planning applications.

  • To lead on provision of advice on all transport projects and inputs into strategic consultations affecting the Borough, interpreting Government strategies.

Principal Planner (Development Management Team)

Our Principal Planners sign off cases and provide mentoring with the Senior Planners, Planners and Assistant Planners. Whilst caseloads will be allocated, these will be small in comparison to those carried by Seniors (who will deal with a variety of complex minors and small majors). As a Principal Planner you will be required to attend Committees and will support Lead Officers as this new level offers the opportunity to progress your career.

All of our planning roles are offered on a career graded scale (D-J) enabling you to progress your career once you demonstrate the required skills and experience at each level.

Project Manager

As Project Manager, you will lead on key projects across Planning, ensuring that key milestones are met within timescale and budget.

You will take the lead and responsibility for embedding effective programme management approaches across services and support the Assistant Director on the transformation and digital workstream.

Senior Planner (Planning Policy)

As a Senior Planner you will leads on key projects and work streams within the Planning Policy team work plan.

This will involve preparing documents and publications of a complex nature and strategic importance, commissioning work from external partners and working to and achieving challenging performance targets and objectives. You will make a significant contribution to the delivery of the Local Plan in this role.

Business Manager

We’re looking for a dynamic and innovative person to join the Planning Service who will act as a ‘super user’ of IDOX exploring full potential of the data the system provides, providing tips for easy usage and to maximise data and performance reporting across the service. 

The successful applicant will have experience of analysing, interpreting data and using that insight to create high impact visualisations and data stories, which translate complex data into valuable and actionable recommendations.

CIL and Section 106 Officer

Working in our enforcement team, you will work collaboratively across the service to support the negotiation of and lead on the monitoring, enforcement and application of Planning Obligations (Section 106) and Community Infrastructure Levy funding streams to enable delivery of local and regional infrastructure.

You will be required to present relevant data to senior officers/ managers and previous experience of Planning obligations and CIL is desirable.
